Penandatanganan Deed of Assignment

10% PI Regulation for Cepu Block

The establishment of BKS aims to ensure the representation of the Regional Governments rights to a 10% Participating Interest (PI) in the Cepu Block. The culmination of this regulation was formalized on February 26, 2009 through the Deed of Assignment on Assignment of Cepu PSC Participating Interest document. This official agreement stipulates the final composition of the Cepu Block Participating Interest, where regional ownership rights are distributed to several regional entities including PT ADS at 4.8474%, PT PJUC at 2.2423%, PT BPH at 2.1820%, and PT SPHC at 1.0910%. The signing of this Deed of Assignment is an important milestone because it officially allows BUMD under the auspices of BKS to participate in the Cepu Block together with the main operators namely PT PEPC (45.0000%), Ampolex (Cepu) Pte. Ltd. (24.5000%) and Mobil Cepu Ltd. (20.5000%). This regulation is the basis for BKS to participate in the management of the Cepu Block.

About Us

BKS is a forum for collaboration between four regionally-owned enterprises (BUMD) that hold a 10% participating interest (PI) in the Cepu Block Working Area, which is regulated by Oil and Gas Law No. 22 of 2001, Government Regulation No. 35 of 2004 in conjunction with Government Regulation No. 34 of 2005 concerning Upstream Oil and Gas Business Activities, as well as the implementing provisions of SKK Migas. The four BUMDs are PT Asri Dharma Sejahtera (ADS) as the BUMD of Bojonegoro Regency, PT Petrogas Jatim Utama Cendana (PJUC) as the BUMD of East Java Province, PT Blora Patragas Hulu (BPH) as the BUMD of Blora Regency, and PT Sarana Patra Hulu Cepu (SPHC) as the BUMD of Central Java Province. Through the BKS, these four BUMDs collectively manage the rights and obligations of the 10% PI, conduct joint supervision of operations with the Cooperation Contract Contractor (KKKS), and ensure that governance, lifting, and commercialisation of oil are carried out professionally so that the economic benefits of the Cepu Block can be optimised for the region.
