PT. Asri Dharma Sejahtera (ADS) together with the Cepu Block PI Cooperation Agency (BKS), namely PT Blora Patragas Hulu, PT Petrogas Jatim Utama Cendana, and PT Sarana Patra Hulu Cepu, conducted a field visit to Refinery Unit (RU) IV Cilacap owned by PT. Kilang Pertamina Internasional (KPI). As one of the crude oil suppliers for PT. KPI, BKS wanted to see first-hand and learn about the operations carried out by PT. KPI. This activity also aimed to conduct evaluations and coordination as well as strengthen business cooperation in crude oil trading activities.

The field visit began with a presentation by the Chairman of BKS on the profile of BKS, which consists of four regionally-owned enterprises, covering its history and the Standard Operating Procedures (SOP) implemented by BKS. PT. KPI then gave a presentation on the business processes and operational activities at RU IV Cilacap. Before touring the refinery, PT. KPI provided a briefing on the Health, Safety, Security and Environment (HSSE) procedures implemented by PT. KPI. All refinery visit participants underwent a daily health check and Personal Protective Equipment (PPE) check to ensure that the field visit activities ran safely.

After conducting daily health checks and wearing PPE, the BKS Team was taken to Area 70 to see the temporary oil storage system. The BKS Team was invited to see the control room that is used daily to monitor the condition of the oil storage system. This temporary oil storage system is used as a control before flowing oil into the processing system from tanker ships. Next, the BKS Team was directed to the RU IV Cilacap processing system, which consists of Crude Distillation Unit (CDU) I and Crude Distillation Unit (CDU) II. The distance between the storage system and the processing system is approximately 10 km, connected by underground pipes. The underground pipeline area is strictly guarded so that no buildings are allowed to be built above it. CDU I and CDU II produce finished products such as Pertalite, Pertamax, Pertamina Dex, Avtur, etc.

The event concluded with BKS expressing its gratitude to PT KPI for the opportunity to learn about the business processes and operational activities at RU IV Cilacap. PT KPI was delighted to welcome the visit from BKS and is open to visits to other Refinery Units (RU) such as RU VI Balongan or RU V Balikpapan.

BKS is a forum for collaboration between four regionally-owned enterprises (BUMD) that hold a 10% participating interest (PI) in the Cepu Block Working Area, which is regulated by Oil and Gas Law No. 22 of 2001, Government Regulation No. 35 of 2004 in conjunction with Government Regulation No. 34 of 2005 concerning Upstream Oil and Gas Business Activities, as well as the implementing provisions of SKK Migas. The four BUMDs are PT Asri Dharma Sejahtera (ADS) as the BUMD of Bojonegoro Regency, PT Petrogas Jatim Utama Cendana (PJUC) as the BUMD of East Java Province, PT Blora Patragas Hulu (BPH) as the BUMD of Blora Regency, and PT Sarana Patra Hulu Cepu (SPHC) as the BUMD of Central Java Province. Through the BKS, these four BUMDs collectively manage the rights and obligations of the 10% PI, conduct joint supervision of operations with the Cooperation Contract Contractor (KKKS), and ensure that governance, lifting, and commercialisation of oil are carried out professionally so that the economic benefits of the Cepu Block can be optimised for the region.
